Even ahead of this ongoing season, FC Barcelona already had several issues to be concerned about. While titles have been few and far between since then, there were worries even during the transfer window. Most of these issues for Barcelona continue to stem from their financial limitations.

The major factor which continues to restrict La Blaugrana from competing as they would ideally like to in the transfer market remains their spending restriction. As fans of Barcelona may have become accustomed to hearing, the Catalan giants were limited to a 1:4 rule since quite some time.

This meant that in relation to the revenue that Barcelona generated in terms of their transfer balance, only a quarter of that could be reinvested towards bringing in a new signing.

Since quite some time, the primary goal of Barcelona on the transfer front has remained the return of the 1:1 transfer policy that would allow them to compete against the other European giants of football.

Now, as per the latest report from RAC1 (h/t Barca Buzz), it would appear that FC Barcelona are close to making that objective a reality. It is being reported that officials from FC Barcelona recently met La Liga president Javier Tebas over the last few days or so.

Furthermore, the report claims that the conversation between them included some discussion over the financial situation of the Catalan club. Moreover, Tebas is speculated to have conveyed optimism over the current trajectory of Barcelona to achieve the 1:1 ratio that they so desperately hope to return to.

The report also highlights that a major contributor to this would be the €40 million payment that was pending from Libero. It is now looking probable that the payment in question will be received by Barcelona sooner rather than later, something that should come as a relief considering how prolonged the operation has gotten to be by this point.

Due to the pre-existing limitations imposed on Barcelona, the Catalans have had a lot of problems in providing Xavi Hernandez with his desired list of signings. However, should Barcelona manage to return to the 1:1 rule, irrespective of who the manager is next season, they should be able to at least deliver them some of the names on their wish list or some competent alternatives.
