The club in question could be any one from several Premier League sides that hold a high regard within the league and have fallen just below the positions to guarantee Champions League football. Clubs such as Chelsea, Liverpool, and even Tottenham Hotspur possess the financial means to offer such an amount for the Barcelona star.
